Background & Problem 

Jamaica’s Data Protection Act has been in effect since 2023 and all organizations that process personal data are required to comply, including educational institutions. At a minimum, the Act requires organisations to:

- Register with the Office of the Information Commissioner (OIC), 
 
- Appoint a qualified and independent Data Protection Officer (DPO), and
 
- Implement appropriate technical and organisational safeguards to protect personal data. 

Many schools remain unaware, unprepared or under-resourced to meet these legal obligations despite the growing reputational and legal risks. 

Additionally, recruiting a qualified in-house DPO in Jamaica currently requires a salary of between JM$5.2M and JM$7M annually, as advertised in Circular No. 172 published by the Office of the Services Commissions on April 24, 2024. For most educational institutions, this is far beyond reach.

The Solution: “Privacy in Education (P.i.E.)” Umbrella Initiative by JISA & Securys

To address these challenges, Securys (Jamaica) Ltd. has partnered with the Jamaica Independent Schools Association (JISA) to launch a special Umbrella Compliance Programme tailored specifically for schools in Jamaica. This includes:

✓ A core service offering of Privacy Posture & Exposure Review (Gap Analysis) coupled with ongoing Data Protection Officer as a Service (DPOaaS), 

✓ A customized Remediation Plan based on each school’s operations, size and data risks. This further allows for a customized costed support for technical and policy remediation, based on school preference, 

✓ A Digital Onboarding Questionnaire to assess and streamline onboarding. 

The impact of this partnership sees institutions within JISA, with an average school population of 200 students, saving as much as 88% off the cost of delivering these services.

Why Educational Institutions Should Act Now

This is a special, sector-exclusive offer, carefully designed for educational institutions under the JISA umbrella. It is not available to the general market and no other arrangement currently matches its affordability, depth of service and legal alignment. Educational institutions are therefore strongly encouraged to lean into this opportunity while it remains available. The arrangement has been designed to allow the total cost of building, implementing and managing the compliance program to be spread across all the participants rather than being borne individually by each entity.
 
✓ Compliance is already required under the law and educational institutions are not exempt. Failure to act could expose your organization to legal, financial and reputational risks. 

✓ While fines and penalties may appear delayed, this is a limited window of grace. The time to act is before this type of enforcement becomes widespread and public.

✓ To ensure quality service and strong outcomes, educational institutions will be onboarded in structured cohorts:

➢ Cohort 1 will include all educational institutions that sign their agreement before July 15, 2025, and will begin engagement in September 2025, 

➢ Cohort 2 will include those signing after July 31, with onboarding beginning in January 2026, 

➢ Additional cohorts will follow every September and January thereafter.

✓ The more schools that participate early, the better the outcome for all.

➢ Helps sustain reduced pricing, especially for smaller educational institutions,

➢ Demonstrates sector-wide leadership in ethical data handling and compliance.

✓ Delaying your participation may mean waiting several months to join the next intake cycle – leaving your organization exposed and non-compliant when you should be protected.
